Nathan DiPillo
Nathan DiPillo currently serves as a California Governor’s Office appointee assigned to the California Office of Emergency Services as a Critical Infrastructure Analyst in the State Threat Assessment Center. Before state service, he functioned as a critical infrastructure specialist with the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (CISA). He also spent over 15 years with the Transportation Security Administration, where he assisted in standing up the agency with policy development, training, and recruitment. He has over 25 years in the emergency management and security industry, beginning as a resident firefighter/emergency medical technician. He also served with the California State Military Department, and Army National Guard in the 223rd Training Command ending his career as a Sergeant First Class. During that time, he served in many units, finishing his career attached to the 102nd Military Police Training Division in an Opposition Force Unit. He currently serves on a small-town planning commission and assisted in coordinating an emergency family communications group in his local area. He possesses a Master of Emergency Management/Homeland Security from the National University and other Federal Emergency Management Agency (FEMA), U.S. Department of Homeland Security (DHS), and military certifications.
Anthony S. Mangeri
Anthony S. Mangeri, MPA, CPM, CEM, is the chief operating officer and principal at the Mangeri Group, LLC, and president of the International Association of Emergency Managers’ (IAEM) Region 2. He currently serves on the IAEM-USA board of directors and is a board member of the Philadelphia InfraGard Members Alliance. Before the Mangeri Group, LLC, Anthony was the assistant vice president for Mitigation and Resilience at The Olson Group Ltd. Before that, he served as a town manager, where he navigated the community through the challenges of the COVID-19 pandemic, was responsible for local emergency preparedness, disaster recovery operations, and played a key role in the establishment of a municipal police department. Anthony also served as the New Jersey State Hazard Mitigation Officer for over a decade. During the response and recovery to the September 11, 2001, terrorist attacks, he was the operations chief at the New Jersey Emergency Operations Center, where he coordinated the state’s response efforts. Beyond his professional achievements, Anthony has committed over 35 years to serving as a volunteer firefighter and emergency medical technician. He holds a Master of Public Administration from Rutgers University and has completed a fellowship in Public Health Leadership in Emergency Response. As a Certified Professional Coach, Anthony continues to contribute his knowledge and expertise to the emergency management community.
Michael Valiente
Michael Valiente is the senior training officer of the Training Division at the Texas Division of Emergency Management. He is a retired U.S. Marine with 23 years of active-duty service. He did two tours as an instructor and academics supervisor with Marine Corps University and one tour as a Marine Embassy Guard with the U.S. State Department. His initial emergency management experience came from participating in Operational Unified Assistance, the U.S. military humanitarian relief efforts during the December 2004 tsunami in Southeast Asia. After retiring in 2005, he taught at the University of Phoenix and Alamo Colleges in San Antonio, Texas. He has a master’s degree in international relations from Troy University and a Doctor of Emergency Management degree from Capella University.
Aaron Alvarez
Aaron Alvarez is TDEM’s Advance Representative, working closely with the Media & Communications team and agency leadership to support public engagements and events across the state.
Aaron is a graduate of the inaugural Texas Emergency Management Academy, where he received his FEMA National Emergency Management Basic Academy Certificate of Completion as well as NREMT Emergency Medical Technician Basic Certification. The Academy provided him with over 1,400 hours of instruction, training, and knowledge in a variety of aspects of emergency management, including the fields of emergency preparedness, disaster response, recovery, and hazard mitigation.
After graduating high school and attending college, Aaron worked as a project manager for a general contracting company in Austin, TX. During his free time, he spent many hours volunteering for the local Fire Department and learning about Fire and Emergency Services.
Elizabeth Saunders
Elizabeth Saunders is Team Rubicon's South Texas Operations Associate, responsible for recruiting, training and coordinating volunteers for mitigation, response and recovery efforts in Central and South Texas. After serving in the US Navy, she completed a master's degree in digital Anthropology and University College London and went on to teach entrepreneurship and corporate innovation around the globe. At Team Rubicon, she brings together her passion for service, community centered approaches, and innovation to help communities prepare for, respond to and recover from disasters.
Emily Kidd, MD, FACEP, FAEMS
Dr. Emily Kidd attended Texas A&M University (BS), The University of Texas Health Science Center at Houston (MD), The Brody School of Medicine at East Carolina University (emergency medicine residency), and The University of Texas Health Science Center in Houston/Houston Fire Department (EMS fellowship). She is board certified in Emergency Medicine and EMS and has been practicing emergency medicine for over 22 years and pre-hospital (EMS) medicine for over 18 years.
Dr. Kidd has practiced emergency medicine in Houston as well as for the Christus, Baptist, and Methodist systems in San Antonio. She served as an Assistant Medical Director for the Houston Fire Department for 3 ½ years and as an Assistant Medical Director and Interim Medical Director for the San Antonio Fire Department for 7 years. Since 2016, she has served as the Texas Medical Director for Acadian Ambulance Service.
Dr. Kidd is very actively involved in disaster and emergency management at the local, regional, state, and national levels. She was involved in field response and medical direction during Hurricanes Katrina, Rita, Gustav, Ike, and Harvey as well as the H1N1 pandemic, Ebola crisis, West, Texas explosion, and of course the COVID pandemic and recent ice storms. Dr. Kidd held a position on FEMA’s National Advisory Council for 6 years, has sat on the Governor’s EMS and Trauma Advisory Council Disaster Committee for over 16 years, and serves as the State Medical Director for the Texas Emergency Medical Task Force. In 2022, Dr. Kidd was appointed to serve on Governor Abbott’s Private Sector Advisory Council. She also currently serves as the Immediate Past President for the Texas Chapter of the National Association of EMS Physicians.
Dr. Kidd is married to Nim Kidd, Chief of the Texas Division of Emergency Management and Vice Chancellor for Disaster Services for Texas A&M University. They share 3 children and 1 granddaughter together.
