The shared responsibility for port security – with federal agencies primarily providing security for vessels and cargo security, and ports providing security for their facilities. The need for additional federal funding being provided to public ports – for salaries for overtime and additional security personnel, operation and maintenance and capital investment for surveillance equipment, gate-access controls, identification systems, etc., to meet Coast Guard requirements. Also, the AAPA view on port eligibility for Port Security Grant funding.

Full stakeholder engagement in DHS (Department of Homeland Security) cargo security policy development. The port authority position that high-risk cargo needs to been identified at its point of origin. AAPA support for the Customs Trade Partners Against Terrorism (CTPAT) initiative, Operation Safe Commerce (OSC), through which low-technology security solutions are showing value, and the Container Security Initiative (CSI), because of which non-U.S. ports in the Western Hemisphere are now eager to become CSI members.

Kurt J. Nagle is President of the American Association of Port Authorities. Mr. Nagle joined AAPA in 1985 as Director of Membership Services and was promoted in 1987 to Vice President of Membership Services and Administration and in 1989 to Senior Vice President. He was named President in September 1995.
Prior to joining AAPA, Mr. Nagle served as Director of International Trade for the National Coal Association and as Assistant Secretary of the Coal Exporters Association. Previously, he worked in the Office of International Economic Research at the U.S. Department of Commerce. Mr. Nagle serves as a Commissioner to the U.S. Section of the Permanent International Association of Navigation Congresses (PIANC) and is a member of the National Executive Committee of the Propeller Club of the United States.

John F. Morton is the Strategic Advisor for DomPrep. He is also the Homeland Security Team Lead for the Project on National Security Reform (PNSR).
